IN FACE OF SHUTDOWN, FOREIGN AID CONTINUES
WASHINGTON — The federal government may have ground to a halt because of the budget standoff in Washington, but at least one part of the government continues to operate as usual: foreign aid agencies.
Look at the motives of the players and the geography to understand what is happening.
Iran and Russia are Communist China's "gas stations." China needs portable energy it does not have at home.
