Appalachian Power hopes to pay down a $300 million debt now that the Legislature has passed a bill that will allow the company to sell bonds instead of raising rates.
Jeri Matheney with Appalachian Power says the company needed the support of the the state Legislature.
"Keeping rates stable for our customers, that was the main thing we were trying to do," Matheney said. If the bill hadn't passed, rates would have increased by as much 40 percent, possibly more. Matheney says Appalachian wanted to avoid that scenario at all costs because of rate hikes over the past few years.

Gov. Earl Ray Tomblin and state Adjutant General James Hoyer are scheduled to make three stops around the state Monday in connection with new projects for the National Guard.
The first stop is set for 11am in Moorefield where a groundbreaking ceremony will take place at the Moorefield Armed Forces Readiness Center. It's a $20.5 million project that, when completed, will house the Hardy County 911 Center and the Guard's 157th Military Police Unit.
Tomblin and Hoyer will next travel to Martinsburg for the dedication of the Roundhouse Complex. That ceremony is set for 2:10pm.
The third stop Monday is set for Morgantown where Gov. Tomblin and Adjutant General Hoyer will join others for a groundbreaking ceremony for the Armed Forces Readiness Center at the Morgantown Municipal Airport. The ceremony is set for 3:45 Monday afternoon.
